Qiqihar’s Administrative Division

Qiqihar has seven districts, eight counties and one city under its jurisdiction, i.e. Longsha District, Jianhua District, Tiefeng District, Fularji District, Nianzishan District, Meilisi-Daur District, Ang’angxi District, Nehe City, Keshan County, Kedong County, Baiquan County, Yi’an County, Fuyu County, Gannan County, Longjiang County and Tailai County.

Longsha District , located in the southwest of Qiqihar’s urban area, is a national technologically advanced district, national community service pilot district, advanced district involved provincial-level civilized city construction, provincial-level peace district and provincially advanced district for improving the legal environment for economic development. The whole district covers an area of 188 square kilometers and has 6 streets, 40 communities, 6 administrative village and 31 natural villages under its jurisdiction, with a total population of 340,000 and over 20 ethnic groups.

Jianhua District, located in the north of Qiqihar’s urban area, boasts superior geographical location, with 5 street offices (36 community committees), 4 administrative villages and 5 rural industrial company under its jurisdiction, with a resident population of 264, 264 and 14 ethnic minorities. It is the seat of the Municipal Government.

Tiefeng District, located in the east of Qiqihar’s urban area, is within the Ha-Da-Qi Industrial Corridor Planning Area, covering and area of 695 square kilometers, with a total population of 296,135 and 22 ethnic groups. It has 7 street offices and Zhalong County Government, 42 resident communities and 12 administrative villages under its jurisdiction.

Fularji District, 37 km from the downtown area, has 2 townships, 10 villages, 8 street offices and 48 communities under its jurisdiction, with a total population of 247,271 and 27 ethnic groups. It is home to some central government-owned and province-administrated lage and medium-sized enterprises such as CHFI, Dongbei Special Steel Group, Heihua Group and Fularji Power Plant.

Nianzishan District, located in the northwest of Qiqihar’s downtown area, is an important portal part in the west of Heilongjiang Province, covering a total area of 357 square meters, with 4 streets, 20 communities, 9 villages under its jurisdiction, with a total population of 79,164.

Meilisi-Daur District is the only Daur ethnic area under a city’s jurisdiction in China and it is the only agricultural district among 7 districts in Qiqihar, covering an area of 2,078 square meters, with 4 towns, 2 townships, 49 administrative villages, 1 street office and 5 community committees under its jurisdiction. The whole district has 66,420 households, with a population of 171,389, including a rural population of 140,488.

Ang’angxi District, located in the south suburban area of the downtown area, covers a total area of 753 square meters, with 2 towns and 4 street offices, 18 rural committees and 15 community committees under its jurisdiction. In 2011, Ang’angxi had a population 80,152, 15 ethnic groups, with a population of almost 100,000.

Nehe City, located in the northwest of Heilongjiang Province, with 15 towns, 2 streets, 171 administrative villages and 14 agricultural and forest ranches under its jurisdiction, covering an area of 6, 674 square kilometers, with an arable land area of 425,000 hectares, with a total population of 740,000. It is the home of potatoes in China, home of beet in China and the main production area of high-quality soybeans. It boasts some industrial products well-known both at home and abroad, such as Gangjin Vermicelli, Xuehua Starch and Hongguang Sugar Powder. It has a superior geographical location, rich non-metallic mineral deposits , rich tourist resources and convenient traffic conditions, and it is an important logistics center and commerce center in the north of Qiqihar.

Longjiang County, located in the west of Heilongjiang Province, covers an area of 6,200 square meters, with 5 towns, 9 townships and 158 administrative villages under its jurisdiction, with a total population of 620,000 and an arable land area of 4.16 million mu (15mu=1ha). It has 12 rivers in its territory. Longjiang County is a national advanced grain production county and national advanced three-north shelter forest construction county.

Tailai County, located in the southwest of Heilongjiang Province, bordering Zhenlai County of Jilin Province on the south, adjacent to Qiqihar on the north, bordering Zhalaite Banner of Inner Mongolia Autonomous Region on the west, facing Dorbod Mongol Autonomous County of Daqing in the east, long known for “Cockcrow Heard in Three Provinces”. The whole county has 8 towns and 2 townships under its jurisdiction, with a total population of 329,000 and 21 ethnic groups. Tailai County has fertile soil, wide waters and abundant resources, long known as the “Land of Fish and Rice”.

Gannan County, located in the west of Heilongjiang Province, is a one of key counties where China conducts poverty alleviation and development work. The whole county covers and area of 4,792 square meters, including an arable land area of 3.1 million mu, with a population of 370,000, including an urban population of 100,000. The whole county has a high yield of sunflower seeds, soybean, corn, sorghum, rice and coarse cereal, long known as the “Land of Fish and Rice, Land of Grain and Potatoes and Home of Soybean”. The county has significant advantages of tourism resources and has formed a tour and sightseeing belt integrating Yin River Reservoir Scenery Tour, Jin Dynasty Great Wall Historical and Cultural Tour and Xingshisi Village Modern Agricultural Tour.

Yi’an County, located on the north edge of the Songnen Plain, is an important medium-sized county under the jurisdiction of Qiqihr. The whole county has 5 towns, 10 townships, 148 villages and 7 agricultural and forest ranches under its jurisdiction, covering an area of 3,685 square meters, including an arable land area of 247,400 hectares. It has 14 ethnic groups, with a total population of 500,000. It is an important commodity grain base and has been granted such titles as “Home of White Geese in China”, “Home of Purple Snap Bean in China” and “National Strong County in Food Industry” successively.

Fuyu County is an important transport hub in the north of Qiqihar, with 5 towns, 5 townships and 90 administrative villages under its jurisdiction, with a total population of 300,000. It is located in the world corn zone, suitable for planting corn on a large scale. The county has numerous river, streams and ponds, conductive to the development of rice production, making it one of potential high-quality Northeast Rice production bases.

Keshan County, long known as the “Pearl in the North”, located in the northeast of Qiqihar, is a state-level ecological pilot county, national double-support model county, one of the China’s first batch state-level food safety pilot counties and national key commodity grain production base. It covers an area of 3,320 square km, including an arable land area of 3.02 million mu. It has 6 towns, 9 townships, 122 administrative villages and 9 agricultural, forestry, animal husbandry and fishery farms, with a total population of 500,000, including a rural population of 380,000.

Kedong Country, located in the northeast of Qiqihar, covers an area of 2,083 square meters, with a population of 299,000, with 4 towns, 3 townships, 98 administrative villages and 10 agricultural, forestry and animal husbandry farms under its jurisdiction. Such local industrial products as Feihe International, Inc., Kedong Fermented Bean curb, Natural Soda and Kwok Furniture sell well all over China. It is honorably referred to as the most flexible springboard of Wudalianchi of Heilongjiang and it is the best choice for going to Heihe Port and Blagoveshchensk, Russia.

Baiquan County, located in the east of Qiqihar, with 7 towns, 9 townships and 186 villages under its jurisdiction, with a population of 596,000, including a rural population of 515,000, covering an area of 3,599 square meters, including an arable land area of 3.65 million mu. It is referred to as the “Home of Kidney Bean in china”and “Home of Yellow Cattle in China” by China Special Native Product Homeland Organizing Committee, “Home of Ecological Tourism in North China” and “Home of Seedlings in North China” and in 2011, it was rated as Excellent International Green Industry Pilot Zone.
